Between 2022 and 2023, the state paid the company $220.3 million, with $78.5 million covering "standdown" hours where employees were paid to be on-site but idle. The audit revealed egregious billing abuses: 270 employees were paid $7.5 million despite never working a single hour, while others billed for overtime while in quarantine or claimed more than 24 hours in a single day. Additionally, the firm received $1.4 million in fraudulent lodging reimbursements for employees staying at their own homes. State oversight failed to flag these discrepancies, and subsequent attempts to rectify the situation led to further waste. Illinois hired a consultant, Innovative Emergency Management, to audit the invoices, only to discover that the consultant also submitted duplicate and fraudulent timesheets. The state was forced to hire a third firm, Crowe, at an additional cost of $1.3 million to investigate the mess. In total, taxpayer funds were squandered on both idle contractors and the ineffective consultants hired to monitor them.
